BiS is only BiS in the context of fully equipped BiS. Sim yourself, set sim conditions properly, and remember that the margin of error is typically within 0.5%.
Also, SIMC plays your character perfectly. Unless you do too sims will not necessarily be correct. Learning to play your character is a better way to improve your damage for 99% of players.
